Investigating the impact of establishing an industrial town on the development of villages

Abstract

A look at the history of Iran's rural development programs and its results clearly shows that no effective and useful measures have been taken in our country in relation to the sustainable development of villages.
The high statistics of migration from villages to cities in search of minimum living standards and in order to achieve minimum welfare, the emptying of many villages and especially the rural youth, shows the ineffectiveness of many of these programs.
In the meantime, one of the basic policies of the Iranian government in rural development is diversifying the rural economy, preventing excessive migration from rural areas to urban areas, reducing spatial disparities between urban and rural areas through the establishment of industry in the village and in the form of The creation of industrial estates.
But the results of some research show that these settlements could not always become a complete and successful model of rural industrialization.
In this regard, the conditions of Mosaic Sazan industrial town (eshgh abad) which is located in the vicinity of eshgabat village in Qale Nou section of Ray , can be considered and investigated.
This town, which is located in the vicinity of Eshgabat village in Qale Nou district after Chal Tarkhan and on the Tehran-Varamin road, has been the host of industry since 1992. But considering the gap between the expectations and the existing conditions of the town and the residents of the surrounding villages and in pursuit of getting an answer to the main question of the research that "has the establishment of the Ashgabat industrial town been able to influence the development of the villages of Qala Nou section of Shahr Ray city" ?", the issue has been investigated using a qualitative method and using thematic analysis method.
For this purpose, 27 informed people were interviewed. According to the findings of this research, the establishment of this settlement, especially at the time of arrival, was able to attract labor from the villages.
But with the passage of time and considering that these industries were not completely in accordance with the environmental conditions, for example, conversion industries suited to the agricultural products of the villages, and considering the employment conditions created in this town, the employment of cheap foreign workers and the lack of expertise in the rural youth. For employment in the specialized fields of industries, the establishment of this town was not completely successful in creating this matter.
Therefore, comments such as "creating employment as the main goal of village industrialization" have not been realized in this area. On the other hand, in terms of creating bio-environmental pollution, controllability was not established. Of course, the creation of environmental pollution along with the creation of rural industrial settlements has been confirmed in most of the domestic researches, and even some foreign researches have pointed to water pollution with the creation of rural industries, which has also been proven in this town.
Regarding the creation of equality, some researches have identified rural industrialization as a means to reduce the growing distance between urban and rural areas, and some predict the creation of more inequality.
What was obtained in this research is the creation of urban demonstrations in the context of villages and the creation of dual visual conflicts "paradox between urban and rural elements or in a higher word paradox between traditional signs and modernity", due to the arrival of urban residents and commuting They are at the village level.
In other words, the establishment of this settlement apparently eliminated this inequality, but what happened in reality is the separation from traditions and culture and the creation of a dual urban and rural character and culture.
On the other hand, despite the previous data, not only the modernization of agriculture and the increase of investment in agriculture have not been done, but the agriculture of the region has faced problems with the reduction of the objective and subjective potential of agriculture in this region, which was once known as the agricultural hub of Tehran. The decrease in economic power, which has been somewhat moderated by the increase in land prices and the increase in side jobs in this area.
Among the other positive effects of the establishment of the settlement, we can mention the increase in awareness, knowledge and cultural improvement of the villagers, which has been confirmed in previous researches.
As a result, it can be said that the establishment of this town was completely arbitrary, ordered and from top to bottom without any support, which can be called unbalanced development. It is certain that in order to create a better life at the level of these villages, there are more needs that require the support and attention of the relevant official institutions
